This year between 25th and 27th June, the capital of Slovenia will host the international 4 Cities Tournament. Of the five cities that will participate in the tournament, Ljubljana will thus this year be the organizer. The main goal of the tournament is to bring together young athletes at an international level so that they can get to know the life and the culture of other cities, to meet athletes their own age and to make new acquaintances through sport and friendship.

Just like in previous years, the organization of the tournament shall be carried out in accordance with the principles that were adopted when the tournament was first established in 1996.

  • competition in the following forms of sports: basketball/girls, volleyball/girls, football/boys, handball/boys, athletics/boys, girls and table tennis/boys, girls;
  • participants must not be older than 16;
  • the total number of participants in the tournament shall be 495. The number of members of each individual city team participating in the competition shall be:
    • to 5 delegates (to 4 members of the city delegation and the head of the delegation)
    • 74 athletes
    • 12 coaches
    • 6 team leaders
    • 2 bus drivers
    • 99 people in total;
  • the costs of the competition and the organization of the events and the programme shall be covered by the City of Ljubljana;
  • travel expenses, transportation costs, equipment for the city teams and the delegation shall be covered by each individual delegation or the city themselves;
  • the accommodation for the members of the delegation shall be determined in advance and shall be separated from the rest of the city team. The delegations shall have a special programme, but they can go and watch individual competitions;
  • the city's teams shall receive a challenge trophy for winners in the overall city rankings, and the winning teams in the individual sports shall receive a permanent trophy;
  • the tournament shall take place at sports facilities that meet the requirements for the individual sports. The venues must be as close to each other as possible;
  • the official languages of the tournament shall be German and English (the opening and closing ceremony, the rules and the bulletin of the competition);
  • the entire tournament shall be carried out in accordance with the 1996 guidelines which were adopted for organizing the 4 Cities Tournament.

The Sports Department of the City of Ljubljana shall be responsible for organizing the individual sports competitions.

General Provisions

1. Number of participants
The number of participants of each individual city team participating in the 4 Cities Tournament shall be 99. The city team consists of 74 athletes, 12 coaches, 6 team leaders, 5 members of the official city delegation and 2 bus drivers.

The 4 Cities Tournament features 99 participants from 4 cities, thereby totalling 396 participants.
2. Official Delegation

The 4 Cities Tournament will also be attended by an official city delegation consisting of five members who are responsible for sport in individual cities or city administrations. Members of the delegation will be provided with separate accommodation and a completely stand-alone programme. However, they will have the opportunity to watch individual competitions. The programme also includes a reception at the City Hall.


3. Registration of the City Team

AAt the preparatory (technical) meeting, the organizer will present to the delegations the competition rules and instructions for the registration of the team and competitors. Registration forms for teams and competitors, which will be available in the online application, will need to be completed and submitted no later than three days before arriving at the tournament, i.e., no later than 22 June 2022.

  • Competitors born after January 1, 2006 have the right to participate in the tournament.
  • Competitors' dates of birth will be verified by checking their passports.
  • Before the start of the tournament, each participating team must provide the organizers with the names and surnames of the competitors, the date and place of birth and the names and functions of other members of the city team.
  • Each team must have two different colours of jersey sets available.
4. The Protocol

After the end of each of the competitions in individual disciplines, medals shall be awarded to the best three teams or competitors in the competition of individuals by following the appropriate protocol. In the athletics competition, medals shall be awarded 10 minutes after the end of the discipline.

Following the end of the competition schedule, the organizer shall organize the closing ceremony and the award ceremony of trophies as well as the handing over of the official flags of the 4 Cities Tournament.

Following the official part of the event, there will be a closing meeting for all participating competitors and other participants.

5. Trophies

For achieving the first place in the overall ranking of all 6 individual sports, the winning team gets a perpetual trophy.

6. Venues

The tournament will take place in venues that meet the criteria of individual sports. The venues are chosen as close as possible to each other so that competitors and other participants can also watch their peers' competitions in other disciplines.

7. Language

The official languages of the 4 Cities tournament are German and English and the language of the host city (opening, closing ceremony and competition rules).

8. Preparatory (technical) meeting

The organizer shall convene a meeting of representatives of city administrations in the field of sport at least 1 month before the tournament. Each delegation consists of three members. The aim of the meeting is to agree on the course of the 4 Cities Tournament, inspect competition venues and accommodation facilities and discuss the organization of sport in the host city.


Competition rules

1. Identification of athletes

Before each appearance of the home competitors, the representative of the host team has to allow the representative of the visiting team to inspect the personal documents of the home competitors. Team leaders of individual sports shall discuss instructions and details regarding the implementation of the competition before the start of the matches.

2. Overall Ranking

Only the city team, which has ranked teams in all 6 sports, basketball, volleyball, football, handball, table tennis and athletics, can be considered in the overall ranking.

Points system for individual sports:

  • 1st place: 5 points
  • 2nd place: 3 points
  • 3rd place: 2 points
  • 4th place: 1 points

If two city teams have the same number of points in the overall ranking:

  • their ranking is determined by a higher number of 1st places;
  • then by a higher number of 2nd places;
  • then by a higher number of 3rd places, etc.
3. Equipment

All competitors of the same team have to wear uniform sportswear: T-shirts, shorts or team jerseys. Teams have to provide sports jerseys in two colours (the same number in light and dark shades).

4. Referees

All referees are appointed by the organizing committee of the host city of the 4 Cities Tournament and must have the appropriate referee license.

5. Appeals

Appeals can only be lodged by the team leader in each sport 15 minutes after the end of the match or competition.

The Appeals Committee consists of team leaders not involved in the incident and a representative of the host city responsible for each sport.

The decision of the committee is final.

Appeals that are not related to a particular sport, but to the overall ranking or any other matter related to the competition or organization, are dealt with by a four-member committee consisting of the Heads of Delegation of all participating cities or their authorized representatives.

SPORTS

  BASKETBALL - girls

1. Competition system and rules:

The competition is held in accordance with the applicable FIBA rules, with the following amendments:

  • every team plays every other team once (Round Robin competition);
  • estimated playing time is 4 x 8 minutes of uninterrupted play, with a 10-minute break between the 2nd and 3rd quarters;
  • it is played with the ball size 6.
2. Scoring and ranking:
  • the winning team earns 2 points and the losing team earns 1 point;
  • the ranking will be determined by the higher number of points won;
  • in the event of the same number of points, the result of the match between them shall be taken into account.
3. Awards:
  • in the overall ranking, all teams receive a trophy, which they keep permanently;
  • the three best ranked teams (athletes, coaches, team leaders) receive 15 medals each.

  FOOTBALL - boys

1. Competition system and rules:

The competition is held in accordance with the applicable FIFA rules, with the following amendments:

  • every team plays every other team once (Round Robin competition);
  • estimated playing time is 2 x 30 minutes of uninterrupted play, with a 10-minute break at half-time;
  • the use of shin guards is mandatory;
  • football boots with metal studs are not allowed, special shoes are required for artificial turf;
  • teams are allowed up to 5 substitutions per match;
  • yellow card - in the case of two in one match, the sanctions are the same as for a red card;
  • individual yellow cards are not sanctioned and are not carried over;
  • red card - exclusion from the game and ban from playing in the first following match.
2. Scoring and ranking:
  • the winning team earns 3 points, the losing team earns 0 points, and a tie brings each team 1 point;
  • the ranking will be determined by the higher number of points won;
  • in the event of the same number of points, the result of the match between them shall be taken into account.
3. Awards:
  • in the overall ranking within the discipline, all teams receive a trophy, which they keep permanently;
  • the three best ranked teams (athletes, coaches, team leaders) receive 19 medals each.

  VOLLEYBALL - girls

1. Competition system and rules:

The competition is held in accordance with the applicable FIVB rules, with the following amendments:

  • every team plays every other team once (Round Robin competition);
  • matches are played best of 5, i.e., the first team to win 3 sets wins;
  • the height of the volleyball net is 224cm;
  • balls will be provided by the organizer.
2. Scoring and ranking:

  • the team earns 3 points for win 3:0 or 3:1, 2 points for a win 3:2 and 1 point for a loss 2:3, 0 points for loss 0:3 or 1:3;
  • the ranking will be determined by the higher number of points won;
  • in the event of the same number of points, the ranking will be decided by the result of the match between them;
  • in the event the teams are still tied, the team with the higher set quotient shall win. If two teams have the same quotient, the team with the higher quotient of winning points shall win.
3. Awards:

The competition shall be held in accordance with applicable FIVB rules, with the following amendments:

  • in the overall ranking within the discipline, all teams receive a trophy, which they keep permanently;
  • three best ranked teams (athletes, coaches, team leaders) receive 15 medals each.

  ATHLETICS - girls and boys

1. Disciplines
  • 100 m
  • 400 m
  • 800 m
  • 4 x 100 m
  • high jump
  • long jump - 6 jumps
  • shot put - 6 throws
2. Competition system and rules:

The competition is conducted in accordance with the applicable IAAF rules, with the following amendments:

  • High jump - bar height:
    • Boys: crossbar height: 140, 145, 150, 155, 160, 163 cm and then raised by 3 cm
    • Girls: crossbar height: 120, 125, 130, 135, 140, 145, 150 cm and onwards raised by 3 cm
  • Shot put:
    • Boys:the shot weighs 5 kg
    • Girls:the shot weighs 3 kg
  • in each individual discipline, there are 2 competitors from every city;
  • in the relay race, each city competes with only one relay;
  • a competitor may compete in two disciplines and in the relay;
  • electronic measurement devices shall be used.
3. Scoring and ranking:
  • Individuals: 1st place - 8 points, 2nd place - 7 points etc. 8th place - 1 point;
  • relay races: 1st place - 16 points, 2nd place - 14 points, 3rd place - 12 points, 4th place - 10 points;
  • a competitor/relay that is not ranked does not earn any points;
  • competitions in women's and men's category are scored separately;
  • the ranking will be determined by the higher number of points won;
  • if the number of points is the same, the priority is given to the team with more wins, if the number of first places is the same, the team with a better ranking in the relay race wins.
4. Awards:
  • in the overall ranking within the discipline, all teams receive a trophy, which they keep permanently;
  • trophies and medals are awarded separately in the boys' and girls' categories;
  • the first, second and third athletes in each discipline are awarded medals.

  TABLE TENNIS - girls and boys

1. Competition system and rules:

The competition is conducted in accordance with the applicable ITTF rules, with the following amendments:

  • Individual event: 8 players with the knock-out system of play with play-offs for each place (it can be determined that based on the results of the team event, the first 4 seeded are determined and that players from the same city cannot play against each other in the 1st round);
  • team event: the matches will be played in the Corbillon-cup system;
  • matches are played on Cornilleau tables and with Joola Prime 3 * table tennis balls;
  • the player who wins 3 sets is the winner of the match.
2. Scoring and ranking:
  • Team event: 1st place = 16 points, 2nd place = 14 points, 3rd place = 12 points, 4th place = 10 points;
    • the possible results are: 3: 0, 3: 1, 3: 2, the winner earns 2 points, the loser 0 points;
    • if two or more teams have the same number of points, the winner shall be determined by the result of the match between them;
    • if this still result in a tie, the difference in the number of sets won in the match shall be considered.
  • Individual events: boys and girls play separately: 1st place = 8 points, 2nd place = 7 points, 3rd place = 6 points, 4th place = 5 points, ... 8th place = 1 point;
3. Awards:
  • in the overall ranking within the discipline, all teams receive a trophy, which they keep permanently,
  • trophies and medals are awarded separately in the boys' and girls' categories;
  • the first three best ranked individuals receive medals.

  HANDBALL - boys

1. Competition system and rules:

The competition is held in accordance with the applicable IHF rules, with the following amendments:

  • every team plays every other team once (Round Robin competition);
  • estimated playing time is 2 x 25 minutes of uninterrupted play, with a 10-minute break at half-time.
2. Scoring and ranking:
  • the winning team earns 2 points and the losing team earns 0 points;
  • a tie earns each team 1 point;
  • the ranking will be determined by the higher number of points won;
  • in the event of the same number of points, the match between them is taken into account, the goal difference, greater number of plus goals,
  • in case of the same number of points of the three teams, the mutual meeting is taken into account, greater difference in goals in matches against each other or the greater number of goals scored in matches against each other.
3. Awards:
  • in the overall ranking within the discipline, all teams receive a trophy, which they keep permanently;
  • the three best ranked teams (athletes, coaches, team leaders) receive 17 medals each.
